Ghana needs a new constitution that limits the number of ministers and MPs and makes the Speaker an MP – Majority Leader
Majority Leader Osei Kyei-Mensah-Bonsu has called for the 1992 Constitution to be reviewed as soon as possible.
He says it is time to amend the country’s supreme law to reflect the needs of the modern world, which is constantly changing.
Speaking at a ceremony to mark 30 years of parliamentary democracy in Ghana, the Suame lawmaker said Ghana needed a new constitution that would limit the number of ministers, limit the number of seats in Parliament and make the Speaker an MP.
“There is no doubt that the 1992 constitution has done some good things over the past 30 years. However, I have to admit that some of the assumptions behind some of the reforms no longer hold or are not supported by today’s social and political realities.
“This shows why different groups are calling for a review of the 1992 constitution. It’s time to change the way our constitution works to fit the world we live in today.
“We need a constitutional order that discourages a winner-takes-all mentality and encourages cooperation, group work and consensus building,” he said on Wednesday.
“We need a constitutional order that stops the winner-takes-all mentality and the do-or-die battles that come with our elections. We need a new constitution that stops the number of seats in parliament from going up and up.”
“We need a new constitution that limits the number of ministers of state. We need a new constitution that ensures that the speaker of parliament is a sitting member of parliament.”
Dr Cassiel Ato Forson, the Minority Leader, urged both sides of the House to work together for the good of all Ghanaians.
